History: Unfortunately, there isn't a comprehensive wiki for the series. It's not that long of a webcomic, and it can be found here, but I will sum up both the world history and Chandra's history.
The webcomic is set in a futuristic New York City. No set date is given, but it's far enough away from the present that mechs, androids, and artificial limbs are present (though uncommon and exorbitantly expensive). But it's also close enough to the present day that people still use cars and cell phones and flat-screen TVs instead of made-up sci-fi things. Additionally, World War three took place about nine years before the start of canon, so I would say a fair guess at a possible time is the last quarter of the 21st century.
In this vague, future-ish time, mechs are designed after animals and fit into two categories: military-grade, and personal use. Personal use mechs are usually used for entertainment via mech battles, and it's seen as harmless enough that teenagers are allowed to participate. The main character of Kiwi Blitz, Steffi, is one such pilot, and the series is kicked off when she receives her own personal mech (called kiwibot) as a birthday present. Steffi quickly decides to become a crime-fighter, and the series is about her adventures in taking down both petty criminals and a whole crime organization.
Prior to track 7, not much is known about Chandra. We did see her in one chapter, where Steffi came across her during one of her crimes, but not much was shown of her and she escaped pretty easily. If they were going to assume the worst about her from the start, then she was going to keep them at an arm's length as well.
This is probably why Chandra is so fiercely loyal to anyone who does show her any kindness. It is not easy to earn her trust, but once someone does, Chandra will do anything for that person. That is why she is so loyal to Alter, despite the fact that they do some seriously questionable things: they treated her like a human being, not a liability. They didn't automatically clutch their purses to their chest and scrutinize her at all times, and because of that Chandra warmed up to them and became friends with them. She is so loyal to them that she wouldn't give them up to even Steffi, who is also earning her trust and becoming a good friend. When she grows to like someone, she would rather go to jail forever than hurt them in any way.
It's also why their betrayal will hit home in a horrible way, too. She hasn't quite processed what has happened, and it will take some thought on her part before she finally realizes just how the police knew where to find her, but Chandra is smart. Only two groups of people know her secret identity, and only one of those two groups specifically sent her out to steal something the same night the police were called on her. At first she will be in denial, but eventually she will realize that Alter betrayed her, and that her trust in them has been broken.
It won't be pretty.
That said, befriending Alter has done wonders for her personal life. Because they give her targets to steal under the identity of The Raccoon, she has pretty much stopped stealing at all other times. This has helped improve her reputation, and at one point her teacher even comments on how much better she is getting. Chandra is too focused on the main plot and her part in it to notice how the adults in her life are changing their opinions of her, though. And she was also a bit too focused on her work to notice the inevitable betrayal coming her way.
That brings us to another facet of Chandra's personality: her single-mindedness. When she is assigned a job or is otherwise focused on a task, she will do her best to complete that task. She doesn't half-ass her thievery, and because of that she is very good at what she does. Chandra definitely has the ability to be focused and driven, but unfortunately she uses those skills mainly when it comes to stealing or doing other illegal things. If she was half as driven to finish her schoolwork, she would be at the top of her class.
Despite everything that's happened to her, Chandra is actually a pretty happy little girl. Once you get past her bristly exterior, she is quite friendly and fun-loving. She's all-smiles most of the time, and she has hobbies besides stealing and hanging out with her Alter buddies. She absolutely loves technology, and she has a thirst to get the newest gadgets and learn more about them. She also loves cute things and can often be found wearing adorable clothes or playing with cutesy toys. She also can be seen on the phone a lot, chatting it up with her friends. Technology and communication are definitely her strong points.
Finally, it's important to note that Chandra does have a sense of maturity to her. Yes, she does act very childish at times, and she gives off a distinct 'spoiled kid' air from time to time. But she's not stupid by any means. Even though she'll throw a fit when she doesn't get her way, she understands a lot more than she shows. She can pick up on subtle hints in conversation, like the time Steffi was indirectly telling her to run away from a very dangerous fight. Chandra understood what was going on and quickly left without much of a complaint, all based on Steffi's tone at the time. She can also tell when she should push in an argument and when she should back down, and she can definitely use her cuteness as a weapon when need be.
Overall, Chandra is a complex little kid with a bunch of problems and bad habits, but she truly does mean well. She's really prickly at first and will either mock you or yell at you, but once she gets to know you she will be your buddy for life.

-A backpack, which has both storage space and the mechanics that power the hook-shot.
-THIEF TOOLZ: lock picks, a pocketknife, rope, gum, and other little things like that which she would use to break into buildings and steal things.
-A small medical kit, which includes bandages, burn cream, and special Band-Aid-like patches that will keep a person knocked out for several hours. (there is probably more, but that is all that's been shown in canon so far. Chandra did say she has more, but we haven't seen it all yet.)
-A raccoon-themed cell-phone.
-The item she just stole (we haven't been told what it is yet, but it's probably some sort of jewelry or museum art. They've been stealing that stuff to sell on the black market for funds for their operations.)
-Candy, specifically a chocolate bar. Because she always takes a snack with her when she's stealing things.
Abilities, Strengths and Weaknesses: Chandra has no special abilities, as she is just a normal human being. She does, however, have quite a few strengths and talents. First off, she knows how to use all of the gear she's been given by Alter, some of which is quite complicated. She also has various tools she would need to break into buildings (rope, lock picks, etc.) and knows how to use all of them.
Chandra is also quite physically fit. She is quite flexible, and she is able to squeeze into small spaces to sneak into buildings and get around guards. She's also able to run around all night stealing things without getting exhausted. She's got the endurance and dexterity necessary to be a thief.
One big weakness, though, is her size. She is only eleven, and she's quite small for her age. Other, full-grown characters have been shown picking her up and hauling her around with minimal effort, and besides worming out of their grip there's not much she can do about it. She's got some physical strength, mostly in that she can carry heavy equipment, but she can't punch or kick her way out of a problem. She also has all the other problems a kid would have: no driver's license, no real independence, and she's not taken seriously outside of her thief identity.
One more weakness, specifically related to Box, is that her survival skills are crap. She's from an upper-class family and she has been provided with everything she's ever needed. She doesn't know how to cook beyond very simple things, like frying an egg or boiling water for noodles, and she doesn't know how to build a shelter or find safe water to drink. Surviving in Box is going to be an ordeal for her.

The lasers were now bouncing up and over the cabinets with room to spare, instead of cutting close in a straight line. Standing up, Chandra smiled at her handiwork. Perfect. Her target was a necklace with a large diamond as the center of the piece. It was some heritage piece, one of the largest diamonds to be found in the last decade, yada yada yada. Chandra didn't pay much attention to the specifics, so long as she could get her job done. The cabinet was opened in short order, and Chandra reached in to grab the necklace, but she stopped short as she caught sight of something.
A pressure sensor. Of course. They wouldn't protect something so valuable with just one anti-theft device. Fortunately, Chandra knew just how to deal with that problem.
Chandra pulled her hand out of the cabinet, and she reached into her pocket to pull out a stick of gum. A bit simple, but complexity didn't matter as much to her as functionality did. Opening it one-handed was not easy (she still had her hook-shot on her left hand, which meant she couldn't use that hand for anything), but she managed it. She leaned in again, gum between her thumb and index finger, and…

It was her mom and dad, home early from their night on the town. Crap. Not even half-a-minute later, Chandra heard the front door open. Her heart was beating a mile a minute, but she did her best to keep quiet and pretend to be sleeping. It was well past her bedtime, and if she wasn't asleep then her parents would question her about it, and she always had trouble lying under pressure. She just had to stay still for long enough to fool her parents, and everything would be okay.
The door opened, and the light from the hallway cast a shadow across Chandra's room. She didn't dare look up to the door or even open her eyes, but she knew who was there anyway. Moments later, the familiar voices of her parents confirmed what she already knew.
"See? She's safe in bed, just like she always is."
"You're right, I was worrying for nothing. Sorry to drag you away from the party, honey."
"It's alright, I was feeling tired anyway. Let's get to bed."
It was only after the door was pulled shut and the footsteps of her parents disappeared down the hall that Chandra finally let out the breath she had been holding in.
That was close. Too close.
She would have to be more careful next time. If her parents ever found out about the guys she was running with, she would be grounded forever!

When she grows to like someone, she would rather go to jail forever than hurt them in any way.
It's also why their betrayal will hit home in a horrible way, too. She hasn't quite processed what has happened, and it will take some thought on her part before she finally realizes just how the police knew where to find her, but Chandra is smart. Only two groups of people know her secret identity, and only one of those two groups specifically sent her out to steal something the same night the police were called on her. At first she will be in denial, but eventually she will realize that Alter betrayed her, and that her trust in them has been broken.
It won't be pretty.
That said, befriending Alter has done wonders for her personal life. Because they give her targets to steal under the identity of The Raccoon, she has pretty much stopped stealing at all other times. This has helped improve her reputation, and at one point her teacher even comments on how much better she is getting. Chandra is too focused on the main plot and her part in it to notice how the adults in her life are changing their opinions of her, though. And she was also a bit too focused on her work to notice the inevitable betrayal coming her way.
That brings us to another facet of Chandra's personality: her single-mindedness. When she is assigned a job or is otherwise focused on a task, she will do her best to complete that task. She doesn't half-ass her thievery, and because of that she is very good at what she does. Chandra definitely has the ability to be focused and driven, but unfortunately she uses those skills mainly when it comes to stealing or doing other illegal things. If she was half as driven to finish her schoolwork, she would be at the top of her class.
Despite everything that's happened to her, Chandra is actually a pretty happy little girl. Once you get past her bristly exterior, she is quite friendly and fun-loving. She's all-smiles most of the time, and she has hobbies besides stealing and hanging out with her Alter buddies. She absolutely loves technology, and she has a thirst to get the newest gadgets and learn more about them. She also loves cute things and can often be found wearing adorable clothes or playing with cutesy toys. She also can be seen on the phone a lot, chatting it up with her friends. Technology and communication are definitely her strong points.
Finally, it's important to note that Chandra does have a sense of maturity to her. Yes, she does act very childish at times, and she gives off a distinct 'spoiled kid' air from time to time. But she's not stupid by any means. Even though she'll throw a fit when she doesn't get her way, she understands a lot more than she shows. She can pick up on subtle hints in conversation, like the time Steffi was indirectly telling her to run away from a very dangerous fight. Chandra understood what was going on and quickly left without much of a complaint, all based on Steffi's tone at the time. She can also tell when she should push in an argument and when she should back down, and she can definitely use her cuteness as a weapon when need be.
Overall, Chandra is a complex little kid with a bunch of problems and bad habits, but she truly does mean well. She's really prickly at first and will either mock you or yell at you, but once she gets to know you she will be your buddy for life.
Items on your character at canon point: OH BOY DOES SHE HAVE ITEMS ON HER
She has all her thieving gear on her, which includes the following:
-Raccoon-based sneaky clothes (grey hoodie, dark shorts, eye-mask, little shoes that look like raccoon feet, etc. You can see a picture of it here.)
-A powered hook-shot on her left hand, which is strong enough to pull her entire body weight plus more. Said hook-shot is connected to her backpack, but is separate from the rest of her outfit. She just wears it over her left arm.
-A backpack, which has both storage space and the mechanics that power the hook-shot.
-THIEF TOOLZ: lock picks, a pocketknife, rope, gum, and other little things like that which she would use to break into buildings and steal things.
-A small medical kit, which includes bandages, burn cream, and special Band-Aid-like patches that will keep a person knocked out for several hours. (there is probably more, but that is all that's been shown in canon so far. Chandra did say she has more, but we haven't seen it all yet.)
-A raccoon-themed cell-phone.
-The item she just stole (we haven't been told what it is yet, but it's probably some sort of jewelry or museum art. They've been stealing that stuff to sell on the black market for funds for their operations.)
-Candy, specifically a chocolate bar. Because she always takes a snack with her when she's stealing things.
Abilities, Strengths and Weaknesses: Chandra has no special abilities, as she is just a normal human being. She does, however, have quite a few strengths and talents. First off, she knows how to use all of the gear she's been given by Alter, some of which is quite complicated. She also has various tools she would need to break into buildings (rope, lock picks, etc.) and knows how to use all of them.
Chandra is also quite physically fit. She is quite flexible, and she is able to squeeze into small spaces to sneak into buildings and get around guards. She's also able to run around all night stealing things without getting exhausted. She's got the endurance and dexterity necessary to be a thief.
One big weakness, though, is her size. She is only eleven, and she's quite small for her age. Other, full-grown characters have been shown picking her up and hauling her around with minimal effort, and besides worming out of their grip there's not much she can do about it. She's got some physical strength, mostly in that she can carry heavy equipment, but she can't punch or kick her way out of a problem. She also has all the other problems a kid would have: no driver's license, no real independence, and she's not taken seriously outside of her thief identity.
One more weakness, specifically related to Box, is that her survival skills are crap. She's from an upper-class family and she has been provided with everything she's ever needed. She doesn't know how to cook beyond very simple things, like frying an egg or boiling water for noodles, and she doesn't know how to build a shelter or find safe water to drink. Surviving in Box is going to be an ordeal for her.

First off: whoever called the cops on me? Not cool. Not cool at all.
Secondly: If this is some new form of juvy, I'll take regular jail instead thanks. I'm pretty sure I'm supposed to get a trial first anyway, so that needs to happen before I'm locked away in swamp-jail.
[She doesn't actually remember being arrested, but she remembers hearing the police, and that is her last memory before the large blank spot, so she's assuming she was arrested.]
I just want to go home. I get a phone call, right? And I mean a REAL phone call, to mom and dad, I couldn't call them with this thing.
Prose Log Sample: The job itself was easy enough. Even the modern locks and laser detection systems didn't stand a chance against Chandra, she was just too skilled and had too much helpful technology. Alter really was at the front of innovation, and Chandra was all too willing to test out whatever new gadgets they had.
The door into the jewelry store had been simple enough. She didn't even have to use anything advanced for that; a simple lock pick had sufficed. Once the door was open, a quick scan of the room with her phone (upgraded by Alter, of course. They had all the cool toys.) had shown her where all the laser-triggered alarms were. Nothing unusual, Chandra had broken into dozens of stores like this one before. She had been expecting the lasers, even.
What she hadn't expected was how close to the counters they were. Normally Chandra used her small size to get around alarms like that. Everyone always expected an adult to be the thief, not a small child. It seemed like the owners of this particular store had been following the news, though. With a small sigh of annoyance, Chandra surveyed the room again. How was she going to get into those jewelry counters with the lasers actually in the way for once.
Well, she wasn't completely out of options. Her contact for this job, a friend within Alter, had given her some new toys to try out tonight. Chandra had been hoping to save them for her escape, just in case they didn't work properly, but it looked like she would have to rely on them now.
The first one, a small half-sphere about the size of her hand, was placed on the ground near the door. Chandra stepped back a bit, and then she crouched down and covered her head before reaching out to push the button on top. Not the she didn't trust the science department, but…well okay, they had been wrong before, so Chandra was going to play it safe.
As soon as she pushed the button, several small holes in the device opened up, and tiny prism-looking things came flying out. They zoomed around the room, seemingly calculating something, before they finally settled into place all at once. Each one was placed along a path which refracted the light of the laser in an instant, so fast that it didn't even set off the alarm. The lasers were now bouncing up and over the cabinets with room to spare, instead of cutting close in a straight line. Standing up, Chandra smiled at her handiwork. Perfect. Now she could get into the cabinets.
Well, cabinet, to be specific. Chandra may have been a thief, but she was an honest one. She only took what she had been ordered to, nothing more, nothing less. She wouldn't empty out all the cabinets, because then the store would be left with nothing to sell, and recovering from the theft would be difficult. Chandra understood that much, which was why she limited herself to the one thing she had been tasked with grabbing.
Never mind that this was a new creed, and that she had only started it because her friends in Alter had told her it wasn't useful to have so much stolen at once. A lot could be traced easily, a little not so much.
And never mind that even now Chandra felt the itch to just rifle through the cabinets and take whatever she wanted. She was stronger than her sticky fingers.
Her target was a necklace with a large diamond as the center of the piece. It was some heritage piece, one of the largest diamonds to be found in the last decade, yada yada yada. Chandra didn't pay much attention to the specifics, so long as she could get her job done. The cabinet was opened in short order, and Chandra reached in to grab the necklace, but she stopped short as she caught sight of something.
A pressure sensor. Of course. They wouldn't protect something so valuable with just one anti-theft device. Fortunately, Chandra knew just how to deal with that problem.
Chandra pulled her hand out of the cabinet, and she reached into her pocket to pull out a stick of gum. A bit simple, but complexity didn't matter as much to her as functionality did. Opening it one-handed was not easy (she still had her hook-shot on her left hand, which meant she couldn't use that hand for anything), but she managed it. After chewing for a few seconds, getting the gum nice and sticky, she pulled it out of her mouth and turned her attention back to the cabinet. She leaned in again, gum between her thumb and index finger, and…
Chandra stopped and frowned. How was she going to both move the necklace and place the gum with just one hand?
After a few seconds, she just shrugged and tossed the gum into the trash bin. Then she simply grabbed the necklace and bolted for the door. There was no sense in prolonging the inevitable, even if it meant her mid-stealing snack would have to wait until she got home. This wasn't the first time something like that had happened, though, so she already knew what to do. Thanks to her hook-shot and rooftop pathways, she was home safe before the cops even arrived in response to the alarm.
Timing was on her side, too. Just as she was landing on the emergency stairwell outside her bedroom window, she saw a familiar car pull up below. It was her mom and dad, home early from their night on the town. Crap. Chandra didn't know why they were back so soon, but she knew she would be in a lot of trouble if they came to check on her and she wasn't in bed.
Not wasting another moment, Chandra practically threw the window open, and she started stripping off her thieving outfit as soon as her feet hit the ground. She didn't have time to safely stow them in the hidden compartment in the floor of her closet, she would just have to slide them under her bed and hope her parents didn't check under there. The necklace itself and her phone were the only parts that got special treatment: they were safely tucked away under the stand of her lamp, where nobody ever thought to look.
With all her things taken care of, Chandra quickly pulled on the jammies that she had laid out on her bed before her adventure that night. Then she crawled under her blankets, and she switched off her lamp.
Not even half-a-minute later, Chandra heard the front door open. Her heart was beating a mile a minute, but she did her best to keep quiet and pretend to be sleeping. It was well past her bedtime, and if she wasn't asleep then her parents would question her about it, and she always had trouble lying under pressure. She just had to stay still for long enough to fool her parents, and everything would be okay.
The door opened, and the light from the hallway cast a shadow across Chandra's room. She didn't dare look up to the door or even open her eyes, but she knew who was there anyway. Moments later, the familiar voices of her parents confirmed what she already knew.
"See? She's safe in bed, just like she always is."
"You're right, I was worrying for nothing. Sorry to drag you away from the party, honey."
"It's alright, I was feeling tired anyway. Let's get to bed."
It was only after the door was pulled shut and the footsteps of her parents disappeared down the hall that Chandra finally let out the breath she had been holding in.
That was close. Too close.
She would have to be more careful next time. If her parents ever found out about the guys she was running with, she would be grounded forever!
